A/N Cond/Degen build
So I've been using a similar build up until tonight, when I capped Assassin's Promise which immediately found it's way into my skillbar. I've found this build is highly successful in PvE and (with minor modifications) successful in PvP as well. I like to think of this build as being very close to the true nature of an assassin.

I'd like to add in some better kiting skills... maybe replace something for Return or Recall or something of the sort.
Attribute Distribution:
Dagger Mastery: 10 = 9+1
Crit Strikes: 13 = 12+1
Shadow Arts: 9 = 8+1
Deadly Arts: 5 = 5
Curses: 2 = 2
Yes yes, they're spread out... once some runes some coming into the rune trader I'll play around with the attrs some more though so I can figure out a better distribution. However, as they are now everything works out just fine.
How you get the points distributed doesn't matter... I have a mask for crit strikes, but don't yet have a minor rune for it.
Equips:
Because the build is a little light on the kiting and heavy on energy, I'd suggest a mix of Shrouded (+ energy) and Nightstalker (+ armor while attacking) armor. I personally have Shrouded Chest and Boots, with Nightstalker's Gloves and Leggings. If they +15 armor while attacking is global, I would suggest an alteration to a armor set that gives more energy.
As for weaponry, well I was lucky enough to find a nice set of Zealous Oni Daggers of Defense. The damage mod on it is 14% vs Hexed- that aspect alone made me start thinking about the the roots of this build. I highly recommend a zealous set of daggers and the +5 armor is always a good thing.
Most of the time I cast Parasitic Bond first thing. With that I run in and start off with the combo. Crippled, with Bleeding, Deep Wound, and PB on them plus the damage I've inflicted usually takes them down to about half health, give or take. In PvE when I do this I use PB to aggro the mobs and throw on Viper's Defense so the first meleer that comes for me gets a nice dose of poison. In PvP the PB->Black Mantis Thrust combo is great for snaring pesky monks or most anything else that's running away (like those damn Kurz with their amber ).
Well I'd say that wraps it up. Anyone got some critiques? I'm sure there's someone out there who wants to speak up. I'll update the build as I think of it and get more runes or better items. Thanks for reading!
